Hillwood’s 27,000-acre AllianceTexas development in Fort Worth is establishing the United States’ first autonomous logistics district, a 1,400-acre zone that grants unprecedented operational flexibility for freight movement — including deployment of semi- and fully autonomous vehicles on district roadways, use of private hostler vehicles without commercial driver’s license requirements, and heavy-haul freight movements exceeding 80,000 pounds without special permits.
Infrastructure Backbone
The Alliance Logistics District, established in November 2025 by the City of Fort Worth, Hillwood, and BNSF Railway, is built on a foundation of major public and private investment. A $262 million grant from the City of Fort Worth, TxDOT, and the North Central Texas Council of Governments funds a direct flyover from Interstate 35W into the AllianceTexas Smart Port via the SH-170 Spur connector. Hillwood is separately constructing a $20 million private three-lane bridge over FM 156, exclusively for commercial and autonomous semitrucks, according to Dallas Innovates.
The bridge — closed to residential traffic and equipped with automated gates — will link the container depot directly to BNSF’s intermodal terminal, eliminating the need for freight to navigate public roads. Construction is expected to complete in late 2027.
Economic Scale
AllianceTexas has generated a cumulative economic impact of $142.9 billion since 1990, according to a February 2026 presentation to Fort Worth officials. Local communities have invested an estimated $4.55 billion in the development. BNSF’s 500-acre Alliance facility processes over 1 million lifts annually, and the district includes 15 million square feet of distribution, logistics, and manufacturing space.
Why It Matters for DFW
Nicholas Konen, vice president of strategic development at Hillwood, said the district “enables advanced logistics operations, including autonomous and heavy-haul freight movement” in a controlled setting. The approach positions North Texas as a proving ground for supply chain technologies that could scale nationally, from 5G-enabled container tracking to autonomous last-mile delivery — capabilities that data center operators, manufacturers, and 3PLs across DFW are watching closely.
The AllianceTexas model has implications that extend beyond freight logistics. As autonomous vehicle regulations evolve nationally, the regulatory precedent set by the Alliance Logistics District could influence how other states and municipalities approach AV testing and deployment. For DFW’s economic development officials, the district represents a competitive differentiator — no other U.S. metro currently offers a comparable regulatory environment for autonomous freight operations at this scale. The region’s ability to attract advanced logistics tenants, from autonomous trucking startups to drone delivery companies, could accelerate as the district’s operational framework matures and proves itself in real-world conditions.
